Local authorities in Donetsk will provide maximum comfortable movement of residents and visitors during the matches of Euro 2012. Donetsk Mayor Oleksandr Lukyanchenko said this during a press conference today, on May 29, BelTA donbass.ua.
He said the municipality was able to convince the representatives of the local organizing committee of UEFA to abandon the shutting of transport perimeter around the stadium 4 hours before the match and reduce the time to two hours. As a result of negotiations, Donetsk residents were also able to prove the futility of plans to place the fan zone in the center on Lenin Square in Donetsk. "We withstood a serious intellectual battle with the local organizing committee of UEFA and persuaded it not to place the fan zone in the city center. UEFA would like to arrange it on Lenin Square near the fountain and the park Pervomaysky. They believed that the fan zone should be only in the center center. We knew that there are two transport routes used by the general population of the city: trolley tram number 2 and number 1. It took a lot of time to convince them. We were able to demonstrate with concrete examples and took a hard line: that it should be replaced into the recreation area in order not to infringe upon the interests of city residents, ao that the city center was not turned into a pub. This way, the transportation is in no way will be paralyzed, and the city will work and live normally", - said Lukyanchenko.
He recalled that because of fan zones location in the center of the other cities hosting Euro 2012, the problems with transport movement have arisen. "Our fan-zone does not require restrictions, streets shutting. We will not cause inconvenience to the citizens of Donetsk, we will create convenience for the fans, without compromising city residents. Everyone should celebrate soccer festival and not feel uncomfortable", - said the mayor.
At the same time Lukyanchenko noted that the options developed for parking and streets shutting can not be considered conclusive, because the discussion with the traffic police authorities and representatives of the local organizing committee of Euro 2012 on the organization of traffic on match days, "what and when will be shut" has not yet finished.
We know unequivocally that transport of fans will be placed on a specially constructed four parking lots. Three of them are in the bottom of the Avenue of Peace, and one - for buses along the road of 75th anniversary of FC "Shakhtar".
"I have asked the traffic police authorities to maximize the use of these parking lots and not to cause inconvenience to the city residents and visitors on the highways", - emphasized Lukyanchenko.
According to the Office for the preparation and holding of finals of European Championship 2012 Cup of Donetsk Regional State Administration, the transport perimeter will include:
- Prospekt Mira (the area from the Avenue of 75th anniversary of FC "Shakhtar" to the Artem Street)
- Chelyuskintsev Street (the area from Prospekt Mira to Baidukov Street)
- Titov Avenue (the area from the Artem Street to the Chelyuskintsev Street).
On these streets, transportation security perimeter will operate 10 hours before the match and 2 hours after the match. The work will be carried out with gradual strengthening of security measures, followed by shutting of the roads.
The department promised that city residents will be able to get freely the places of residence, if they are inside the security perimeter of the stadium "Donbass Arena". To do this, the entrance from a neighboring street to each house will be open.
Foot traffic in the area of transport security perimeter of the stadium "Donbass Arena" will be carried out without any restrictions.
"The traffic police will face a major challenge for the organization of free movement of the Championship participants and guests. Creation of an enabling environment for citizens and for the avoidance of traffic jams on main thoroughfares of the city. This is the main problem for our service", - told the Head of Traffic Police Vadim Sinchugov.
He stressed that to avoid chaos on the roads only with the help of traffic police will not be possible. He asked the residents of the city not to use personal vehicles without need on the days of the matches, and strictly observe traffic rules and requirements of traffic policemen.
Which streets will be closed?
"According to UEFA requirements, transport perimeter - is a 1,5 kilometer area around the stadium - will operate in the city. It is convenient to easily bypass it. I would like to draw the attention of residents to ensure that they consciously reacted to the problem and their pre-selected routes, given the traffic situation and, if possible, used public transportation", - stressed the Head of traffic Police.
According to him, on match days Department of Transportation posts and League coordinators will appear in the UEFA perimeter in the morning, and the movement will be completely closed 2 hours before the match.
"Department of Transportation will ensure that transport was not on the roadways to provide a normal movement. The forces of other cities will be involved in the organization of movement, besides the staff of Department of Transportation. In total more than 2500 people will be involved. But we hope for awareness of drivers and car owners, we want them to understand: we will not "build a solid fence" of police officers in Donetsk. Our patrols will be on the central highways in order to facilitate and assist in the movement of public transport, so that pedestrian traffic was also organized in the most safe way", - said Sinchugov.
In addition, he reported that traffic police would stop vehicles going to Donetsk, and recommend its owners to leave the car at the parking garage that will work around the clock from the north and south entrances to the city.
According to the Office for the preparation and holding of finals of European Championship 2012 Cup of Donetsk Regional State Administration, the routes to the parking lot will be accompanied by special signs "P + R 14" for the north parking lot, and "P + R 15" for the southern parking lot.
Intercept parking (Park and Ride) - is the European practice of creating area for parking of guests coming from outside the city, which are located at the entrance to the city and connected to the center or other facilities by public transport.
In safe, lighted parking areas, which will be guarded round the clock, fans and visitors will be able to leave the vehicle, have a snack, take sanitary and household services and then go to the city by a comfortable bus.
From the northern entrance to the city, intercept parking will be located in the agricultural market "Gospodar" from which the bus to the train station "Donetsk" departs every 15 minutes (from the side of Artemovskaya Street), where fans will have an opportunity to transfer to a public urban transport (near the railway station) and go to the stadium, the city center or the fan zone.
From the southern entrance to town, intercept parking will be on the southern border of the city, between the highways Donetsk-Mariupol (H-20), and Donetsk-Zaporozhye (H-15), the total area of the "Camping - park 2012", which the bus to the official fan zone, which is located in the city center, will follow every 15 minutes.
Also, the farm "Shyroky" can be used for parking and parking area of "Metro" hypermarket.
"A ticket to a football match will not be a pass for a free passage into the city and into the transport perimeter," - said Sinchugov.
