Ukraine can not cope with snow
Thursday, 18 February 2010 09:47
Snow and strong winds have paralyzed Ukraine in recent days, tens of thousands of people turned out to be without light and heat, the movement of many highways of state and local significance is difficult, five airports are closed, RIA News reports.

At the weekend due to complicated weather conditions five airports (in Dnipropetrovsk, Rivne, Mariupol, Chernivtsi, as well as the airport Zhuliany in Kiev) have been closed, seaports Belgorod-Dniester and the port of Skadovsk are working with restrictions.

More than thousand villages were without electricity on Sunday.

On Monday, according to the Ministry of Emergency Situations of Ukraine, 355 locations in seven regions of Ukraine are dead due to severe weather conditions (wind, storm, snowstorm), observed over the past weekend. Remedial work are carried out by brigades of oblenergo.

In addition, complicated weather conditions caused the destruction of 378 electrical towers in eight districts of Mykolayiv region in the south of Ukraine.

Due to the heavy snow the movement of vehicles on the roads of the state and local significance is hampered.

Chemise of local roads in almost all areas of the country is covered with snow, told RIA Novosti on Monday to the press service of the Ministry of Transport and Communications of Ukraine.

The movement on highways in Sumy, Chernigov, Poltava, Cherkasy, Lviv, Rivne, Volyn, Ternopil, Kharkiv, Zaporizhzhya and Mykolayiv regions is complicated. In Dnepropetrovsk, Khmelnytsky and Ivano-Frankovsk regions the movement is limited because of bad weather.

In many cities of Ukraine and in Kiev the residents complain that the utilities can not cope with snow removal.

The authorities are looking for a way out. Thus, in the regional center of Cherkassy at the suggestion of Mayor Sergei Odarich the citizens clean public transport stops, sidewalks and pedestrian crossings from snow for 100 hryvnia (12.5 dollars) per day.

As RIA Novosti reported in press-service of municipality of Cherkassy on Monday, several hundred residents have already responded (most of them are students willing to earn extra-money).

In Ukrainian capital alternative ways to fight with the snow have not been yet found - during the snowfall Kiev was paralyzed due to traffic jams, and pedestrians, trying to walk on the icy sidewalks, fall in traumatology, wringing her hands and feet not for the first time.

Human Rights Defenders advise victims contacting the court to the municipal authorities with claims for damages.

Last week Kyiv Mayor Leonid Chernovetsky even called the residents to take the difficulties of "natural order" with the understanding, recalling that such difficult weather conditions in the capital were 40 years ago.

"I am personally asking each of you to take with understanding the fact that not all of local areas will be cleared in time, because all the resources primarily will be given to clear the main highways, to ensure the smooth operation of public transport, travel special vehicles: ambulances, firefighters, law enforcement," - Kiev mayor said in the appeal to the people.

According to the press service of Kiev city administration, in order to eliminate the effects of the weather the affairs of civil defense will be held - this will help to attract technology and resources of enterprises and organizations of all forms of capital property (other than the militias).

Forecasts are still disappointing. According to the press service of the Ministry of Emergencies of Ukraine, during the night and morning of Tuesday, February 16, in the southern regions, as well as in Dnipropetrovsk, Kirovohrad and Poltava regions complication of weather conditions is expected.
